What this is
A private AI console that runs on your machine, over your own material.
You do not need forty thousand documents. You already own a knowledge base: jurisdiction tables, checks-and-balances matrices, specifications, research memos, spreadsheets, repositories and app records. What has been missing is not more text. It is a layer that knows what each of those things is — which of them is binding authority and which is a working note, which is current and which was superseded, which may cross the boundary of the machine and which never may.
This studio is that layer, and it is running. The staging folder SOVEREIGN_AI_IMPORT/ holds 20 real sources — 11 documents, 8 datasets, 1 structured file, 680 dataset rows and 39,994 words. Every number on every page of this site is computed from those files by tools/ingest.mjs. Nothing on this page was typed by hand.

A privacy policy is a sentence. The test that matters is physical: take the machine off the network, open the studio, ask it a question about your own material, and have it inspect and modify one of your own projects. If it can do that with the internet unavailable, the architecture is real. If it cannot, no amount of policy language fixes it.
